There is no lubrication specifically for the slide whistle if it doesn't slide smoothly. It sounds nice, but if it doesn't slide smoothly, which mine doesn't, it will bash your teeth when you move the pipe to try to play it.

As expected, the material really allows quality sound to happen. Unfortunately, this [my] slide whistle's rod doesn't move very smoothly-- it gets stuck and needs some lubricant. Without lubricant, the force of the rod jutting back and forth will cause the instrument to hit your teeth. With it being metal, it's not very pleasurable.
