Question: Is this used to connect a signal from a guitar (or pedal board) directly to a mixer's microphone input, so there's no clipping/distortion?

Answer: This converts a high impedance 1/4" connection to a low impedance XLR connection.
You could use it to take a guitar signal and run through a mic pre-amp, to offer an extra 10db of signal.
Clipping and distortion could still occur, depending on the source of those issues.
